Job Quota

I am receiving the following error when trying to create more jobs: "Quota exceeded Active Job count 2"

There are already two jobs processing but the quota wasn't expected, instead, I expected queuing. 

I have searched through the documentation and I can't find anything on the quota limit.

With AMS, we acquired encoding units and they would just queue jobs that couldn't process immediately until they could.

This quota limit is fine for development but not for production.

Is there a way to address this today? Will queuing be added in the future or is it something I need to develop on my side?
